A unique situation arose in the Upper House of Parliament on Friday. Usually the Chair reminds the speakers of the time and instructs them to speak briefly. On the contrary, for the first time the Chair gave the speakers an opportunity to speak beyond the stipulated time, sometimes in the name of the first speech and sometimes in the name of if they want to say anything else, then say it. This situation arose because during the discussion on the motion of thanks brought on the President’s address, due to the walkout of the opposition, there was a shortage of speakers in the Upper House.

In fact, all the parties included in the opposition India Block boycotted the proceedings on Friday in the NEET paper leak case. Since the discussion on the motion of thanks was listed in the proceedings agenda, the responsibility of conducting the proceedings from 11 am to 6 pm fell on the ruling NDA alliance.

The need to extend the time came when BJP’s Dr Anil Sukhdev Rao Bonde wanted to finish his speech after speaking more than the prescribed time. He said that now he wants to end his speech. On this, Ghanshyam Tiwari, who was conducting the proceedings of the House, told him to complete his speech. If you want to say anything more, then say it.

The situation changed due to the walkout of the opposition

Seven hours were allotted for the motion of thanks on Friday. Half of this time was for the opposition speakers. After the walkout, the responsibility of using the time allotted for the opposition’s speeches also fell on the ruling party. Due to the walkout of the opposition, the speakers listed for Friday from the ruling coalition were left with nothing to say. In fact, these speakers had come to the House with the preparation of their speeches as per the pre-determined time.
