CPS Appointment in Himachal Pradesh: Himachal Pradesh High Court can give its verdict today in the matter of appointment of Chief Parliamentary Secretaries in Himachal Pradesh. The bench of Justice Vivek Singh Thakur and Justice Bipin Chandra Negi can give its verdict in this case today. BJP MLA and others have challenged the appointment of Chief Parliamentary Secretaries in Himachal Pradesh in the High Court, terming it unconstitutional.

In the year 2023, on November 10, the Himachal Pradesh government had also filed a percent transfer petition in the Supreme Court, which was rejected by the Supreme Court. The Himachal Pradesh government wanted the Supreme Court to hear this case instead of the High Court, but the state government did not get relief from the Supreme Court.

CPS appointment declared unconstitutional

After the formation of the government led by Chief Minister Sukhwinder Singh Sukhu in Himachal Pradesh, when the cabinet was to be sworn in, just before that, the Chief Parliamentary Secretaries in the State Secretariat also took oath and assumed charge. Earlier, Chief Parliamentary Secretaries were not appointed in the then Jairam government. Even before this, during the government led by Virbhadra Singh, Chief Parliamentary Secretaries had to leave their posts.

The Himachal Pradesh government argues that there is a law related to the appointment of Chief Parliamentary Secretaries in the state. On this basis, the state government has also presented its stand in the Himachal Pradesh High Court. At the same time, the party challenging the appointment of Chief Parliamentary Secretaries as unconstitutional is of the opinion that this is also a matter of office of profit. In such a situation, along with abolishing the appointment of Chief Parliamentary Secretaries, it has been said that the membership of the MLA will also be challenged.

Six Chief Parliamentary Secretaries in Himachal Pradesh Government

Let us tell you that at present there are six Chief Parliamentary Secretaries in Himachal Pradesh. Senior Bharatiya Janata Party MLA Satpal Singh Satti along with other 11 BJP MLAs have challenged this appointment. Along with BJP MLAs, People’s Responsible Governance Organization has also filed a petition in the same matter.

The High Court clubbed both the petitions and heard them. Six Chief Parliamentary Secretaries have been made in the Himachal Pradesh Government. These include Sunder Singh Thakur from Kullu, Ashish Butel from Palampur, Kishori Lal from Baijnath, Mohan Lal Brakta from Rohru, Ram Kumar from Doon and Sanjay Awasthi from Arki.
