The central government had stopped DA for 18 months during the Corona period. At that time the employees did not raise any voice. They supported the government in the disaster. After that, when the economy came back on track, the government refused to give the arrears of DA of 18 months to the employees. In April 2024, GST collection crossed the figure of Rs 2 lakh crore. There was a record collection of GST in April 2023 as well. In October 2023, January 2024 and March 2024 also, GST collection crossed the level of Rs 1.7 lakh crore.

SB Yadav, general secretary of the Confederation of Central Government Employees and Workers, says that on July 19, government employees will protest during lunch time over their pending demands. Restoration of old pension, formation of eighth pay commission and filling 10-12 lakh vacant posts in the central government, Confederation of Central Government Employees and Workers has placed seven such demands before the government.

According to SB Yadav, the employees had fully supported the government during the Corona period. Since the country was battling a disaster, the employees remained silent. The government had stopped the DA of the employees citing the poor pace of the economy. By stopping the payment of DA, the government saved Rs 34,402.32 crore. After that the economy came back on track. The government trumpeted to the world that the country’s economy has picked up pace. GST collection is increasing by 11 percent year after year. In such a situation, when the government was requested to give the arrears of DA for 18 months, the government refused. The arrears of DA for 18 months is the right of the employees.

The government was told that if it did not want to pay this arrears in lump sum, it should pay it in three installments. The government did not agree to this either. There are 10 to 12 lakh vacancies in the central government. As the workload of government departments is increasing, the existing employees are also coming under the additional burden of work.

The government has kept the issue of restoration of ‘old pension’ pending for a long time. According to the General Secretary of the Confederation of Central Government Employees and Workers, on July 19, government employees will protest at their workplaces during lunch time. The Cabinet Secretary has been informed about this. Information about the demand letter and protest has also been given to the Secretary of the Finance Ministry.

The main demands of the Confederation include ‘Formation of Eighth Pay Commission’ and abolition of ‘NPS’ and ‘Restoration of Old Pension’. Employees want only ‘Guaranteed Old Pension’. They do not accept the reforms in NPS. Other demands include reduction of the period of restoration commutation of pension from 15 years to 12 years. The five percent limit on compassionate appointment should be abolished. Due to this, the dependents of those employees who died during their job will be able to get compassionate appointment. The vacant posts in government departments should be filled without any delay. Outsourcing and contract based appointments should be banned. Service Association/Federation should be banned from implementing Rule 15 1 (C).
